Geneva, Switzerland — After 18 months of shuttle diplomacy, the International Council for Justice and Peace announced today that it has facilitated a new regional peace accord framework between three East African nations, marking the council’s largest mediation effort to date.


The framework establishes a joint border commission, a shared water-rights tribunal, and a standing council of elders to resolve future disputes before they escalate. Representatives from all three governments signed the accord at a ceremony held at ICJP’s regional office in Nairobi.


“This agreement proves that patient, community-rooted mediation can succeed where top-down diplomacy has stalled,” said Dr. Samuel Whitcombe, ICJP Executive Director. “Every clause in this framework was shaped by the people who will live under it.”

ICJP will provide technical support to the new border commission for its first three years, and plans to publish a full case study on the mediation process later this year.
